Default Focus mk1 2003 1.6 zetec se Low speed cooling fan issues

Hello
I am new here, and am looking for some help in finding the solution.
I just replaced the cylinder head and all the distribution stuff in my friend's broken focus mk1. The engine is working fine, but what I noticed the low speed fan doesn't start. It starts high speed when 120C is reached what I think is already too hot for some of the components, so I try to make it right.
there is a fault code p1474(low speed fan circuit)
When I remove the relay #15 (the green one) and connect it short the low speed is working
Also when I give ground to the pin on relay it starts the low speed fan what I guess means that the relay is ok
IF the low speed works on short the the resistor seems to be fine as well.
Maybe someone had such problem and found the reason?
I don't know how to check the connection between ECU and relay what is a candidate for the reason.
IF someone could help...

If our Moderator could supply a diagram,,,,,,we might be able to verify which sensor controls low speed fan relay. Thanks, Hayapower. !

I found information below in another thread here. Sorry if I should post my question there but that thread is 12 years old and no post about if the problem was solved, so I decided to make a new thread.
If info below is true , I'd like to know how the CHT sensor commands the PCM to run the cooling fan (what is the procedure and how the signal looks like) and if the same sensor commands the PCM to start the fan when turning ac on? Because when I try to start ac the fan doesn't start as well.

I don't have any fault code about CHT sensor and it is showing the temperature when I scan the car

Gn/bu is connected to secondary cooling fan motor.
Bk/bu is conneted to pcm,this wire is negative signal that trigger the engine cooling fan relay,this relay is different to high speed engine cooling fan relay.
Gn/bu connected to power hold relay splice together with gn/wh wire of high speed engine cooling fan relay.red wire of engine cooling fan relay is
connected to 50amp.fuse.gn/bu output of relay,engine cooling fan relay.is going to fuse 30amp.splice together of cooling fan motor diode.the remaining wire
of cooling fan motor diode is negatve.fuse 30amp gn/bu and gn/wh,gn/wh is going to engine cooling fan resistor,gn/bu wire of engine cooling fan resistor is
going to both wire of engine cooling fan motor gn/ye,and secondary engine fan motor gn/og.the remaining wire of both fan motor are ground.
