2004 f150 5.4 3v starter issues
I recently bought a 2004 f150 5.4l. When I try to start it the starter turns but doesn’t engage the fly wheel. I also noticed there is only one bolt in missing from the starter. The dreaded top bolt. Would this be enough to keep it from engaging with the fly wheel

Your best bet is to disconnect the battery negative cable from the battery, note how the wires are connected to the starter and solenoid and remove the starter assy. You can manually engage the starter drive first to see if it goes out toward where the flywheel would be then apply 12 volts and ground to the solenoid to see if it pulls the starter drive in and how far it does this. If that is working you should be able to turn the starter drive gear in one direction only. If you can rotate the drive gear both directions the drive is shot. Evidently there must have been a starter problem and that is why the bolt is missing..

I pulled the starter and tested it today. The solenoid pushes the gear out and I con only turn it in one direction. It spins when voltage is supplied to the solenoid. So it looks like it’s ok. But when I install it and try to start the truck it doesn’t ingage the fly wheel

Ahh, the mystery deepens.
Has the starter worked at all anytime?
What you might try is to take the starter and compare it to another one that is for your particular vehicle. If no difference is found , just get another starter. If everything seems OK the drive may not be working correctly.

A few checks you can try.,
With the starter off, can you rotate the flywheel,,, by using the teeth and watch if the crank pulley moves.
At least 2 starters have been tried now , it is possible 2 were defective, but !!!!
Crazy things have happened before like was the engine changed and required a starter that rotated in the opposite direction?
If the battery cables have excessive resistance full voltage may not be getting to the starter.
I hope you guys aren't getting the starters from the same place !
If you remove the connection that goes from the solenoid to the starter motor ,when the key is turned to the start position you should be able to hear the drive engage the flywheel, make sure that power cannot get to the starter motor to energize it. just the solenoid.
Let us know if any of these help find the problem.
