Ok so I turn my van on. It's in DRIVE. Headlamp switch is set to OFF. No low beams/DRLs are on, so I don't have them right? I didn't know if there was a special way to disable the DRL or turn them back on,etc...

Thats all thats needed to turn them on.. Not sure, but make sure the e brake is off as well.. Makes a difference on some manufacturers/models.. You should be able to contact your local dealer and have them run the 'as built' data from the VIN and see if it was DRL equipped..

hmmmm chances are I dont have them....just weird my 1998 ford windstar has them. You would think a 2004 would too.

When you say KEY in the ON positon. You mean RUNNING positon? In the manual it says in the ON positon, and then shows the RUN position one more click over on the ignition.

Simply put - the headlight bulb IS the driving lights (DRL - Daytime Running Lights). The arrow in your picture is likely a sensor to automatically switch them on.

What about the headlight delay? Like if I'm driving with my headlights on, and I shut them off and the car off. Shouldn't they stay on for alittle longer after the car is off?

Personally - I find them to be more of an annoyance in reality anyway. If it's dark I'd rather turn on my own low beams than run around in the middle of the day with my headlights in peoples eyes (no matter how dim). They should have a manual switch if you don't want them on.
