Default 2004 Freestar airbag issue

I have a 2004 Freestar and am having an airbag issue. My airbag light flashes a code of 1-8 (18) which points to the passenger seat "airbag off" switch which is located to the right of the radio in the dash. I bought a new switch from the dealer and installed it today. I'm having the same issue after the install. I tried unhooking the battery and that didn't help either.

I've been doing some research and noticed that it could also be my airbag control module. I have a few questions:

1) Where is the control module located?
2) How hard is it to replace?
3) Can I just install a used control module, or is there any type of programming that needs to happen?

I "know enough to be dangerous" and don't want to get in over my head with the airbag system.

Any guidance on how I should proceed with this issue?

Thanks!
