I am not familiar with the votage drw details but it seems to me you have it fixed. I have turned the interior lights off on my windstar. They kept flickering because of the door switches. Side effect of turning the interior lights off: No starting problems at all. If the interior lights are turned on they are illuminating for about 30 seconds after the engine has been turned off. That is a lot of lights drawing on the battery.
