bad idling? code P2196, first of all I had my catalytic converter cut off and had a pipe wielded on, but the wield wasn't closed at the top. ( I founded out later) could this be the problem with it running bad while idling?

Anytime you remove something like the catalytic converter it can cause problems. If you have a CEL its almost certainly from the modification you made. I would suggest fixing the hole and see what happens after that.
