Instrument Cluster Malfunction
I bought a 2016 Fusion about 6 months ago and just a few days ago I got in my car to drive home and the instrument cluster didn’t come on. I tried to drive it and see if it would come on but my speed still read 0mph. I looked in the owners manual for the fuse chart but none of them say anything about t speedometer or instrument cluster. I had thought that it was just because I had the heat blasting not long before I drove it and my vents were closed so it may have overheated the cluster because the next morning it came on just fine. But today after about 15 minutes of driving it completely shut off and came back on a couple times.

I don't know if this is the problem with your vehicle, but there have been instances where the ground connection from the battery was questionable , did not interfere with starting but for some reason prevented the cluster from working correctly. The fix was to remove the cable connection to the driver's side strut tower, remove the paint from under the connection and reinstall the cable. Worth checking.

Our 2015 MKZ instrument cluster started flashing on and off intermittently after a low battery condition and battery replacement. Fortunately the dealer could see it failing and Ford authorized a warranty replacement. So, it does seem to be related to battery condition - or condition of the ground cable as previously mentioned.
