Default 96 Ranger Brake Problem

I've got a 96 Ranger 2wd 3.0. There is no pedal return after depressing the brake pedal. It stays down with the brakes engaged unless I lift it with my foot. I see no place for a return spring. So I went and changed the master cylinder, same problem. I then changed out the booster thinking there was a spring in there that returns the pedal, same problem. After each replacement I bleed the brake system, and I pre-bleed the master cylinder before installing it. Where can I go from here? [:'(]

Make sure you have fully bled each line, best done useing a handpump bledder or power bleeder. If you are 120% sure that you do not have air or a leak in the lines then check the calipers to see if they are siezed ro acting seized. The flex lines can fail internally and act as a oneway valve. pressure out but not allowing a return flow.
