Default 97 4wd ranger, fuel pumps not working

The fuel pumps are new, they do not work when the ignition is turned, but do work when you ground out the test plug. It also has a new ignition switch, and relay, what could be the problem?

Does the fuel pump operate for the 2 seconds when you turn the ignition on?
If so there are two things I would check.
1. make sure the inertia switch isn't tripped.
2. The engine may not sending the RPM signal to the computer.
RPM signal comes from either a crank sensor or distributor pick up coil through ign module. Not sure which engine your vehicle has.

Ford and all other vehicle MFGs started using an inertia switch from 1970 and up on any vehicle that used an electic fuel pump from the factory.
