Default Brake problem

Has anyone experienced the same brake problem that I'm experiencing on my2000 Ranger 4X4 (83,000 miles)? Here is the symptom:

The brakes work fine until the last 10-15 feet of the stop, at about 3 mph I get a grouling sound from the dash/engine area and the brake pedal begins to undgilate slowly up and down. At this point the braking power is near zero. If I "stand on the brake pedal" - no improvement. After a few second of this the pedal returns to normal and the truck stops "normally".

Pads and rotors are new as are the shoes and drums in the rear.
ABS light is NOT on.
The EMC is not putting out a brake related trouble code
The master cylinder is original but not losing fluid.
I haven't done any "panic stops" to see how the ABS behaves but will soon.

I've checked a few repair manuals as well as ALLDATA (AutoZone) which is very comprensive and see no reference to this symptom. Every talked to the Ford Dealer when I brought the truck in for the recent recall and he had nothing to offer.

What do you think?

Appreciate your suggesting

Tom
