F350 has sluggish response at idle speeds

You did not say so we don't know , did anyone check the fluid level in the power steering reservoir ?

Fluid full no leaks

If you are sure the belt tensioner is working properly and not allowing the belt to slip, you are probably looking at a replacement PS pump, which I would strongly recommend you obtain from FORD !
