Default rapid turn signal blinking

My left side blinker blinks very rapidly, twice as fast, when the tilt steering wheel is moved below the top position. This happens in all but the top position for the wheel. I'm thinking it must be a wiring or switch position. Any thoughts?

Welcome to the site.. Are all the exterior turn lights working? If one is out F/Rear (on the side that flashes quickly) it will cause the rapid flashing..

If everything works properly when the steering wheel is in a certain position, but not in other positions ,could that indicate that the lights themselves are in working shape and there could be a break in the steering column wire supplying the one light that is not working ?
