Default 98 Taurus will not start when it's cold outside

We've got a 98 Taurus that we've started having problems with. It doesn't want to (or sometimes won't)start when temp is 32 or below outside. Replaced battery last week and has been fine up until this morning. We've got lights, radio, etc., I know it's not the starter or battery, it just won't turn over. Any suggestions?

Hello and good day to you:

May I ask a few questions....
1. you state you know it's not the Starter??? why is that??
2. You state that it will not Turn over....Why would you not think its the Starter???
3. Have you tried using Jumper Cables to give it a Jump???
4. Have you had the Battery tested...and is this is a new Battery.

If you car is not turning over, and you have a new Battery in it, 98.65% of the time it is the Starter.
Please advise further...and good luck

New battery was put in car last Friday, worked fine until yesterday morning. Now yesterday afternoon went out to try to start it and it started up (after a little hesitation). Stepped on the gas pedal slightly then tried to start it and it started. When my starters have gone out in the past I've heard a clicking noise, that is not the case here. It trys to start, it's like there's not enough gas getting through. Have not used jumper cables since it is a brand new battery.

Check the Idle Speed Motor . If it starts when you push the accelerator down, look at the ISC. Also check the Engine Coolant Temperature sensor. If it is out of parameters, it may not allow enough fuel to start the vehicle.
