Default coil coil pack

hi everyone i have a 97 taurus gl with a six in her. my problem is sometimes not often the power at the starter is just a wee bit shy of what is calls for, not much short but just according to voltmeter a bit shy to energize the starter. ive replaced the battery wires which are a known problem, the starter, and the battery. it is much better but still occurs, i think its a coil, coil pack issue but im not very knowlegable about this. what part do i need to change the mechanic says put a new coil in but i dont know if my car has one coil or all coil packs for each cylender. please help does anyone knowfor sure what part would cause a smaller charge for the starter than she is getting. the solenoid is getting juice but sometimes not enough for her to fire. its just a little shy sometimes..thank you. rlevy64614@optonline.net the car is use for the whole family work taking grandpa to cancer treatment i really need her to work

The coil packs have nothing to do with voltage to the starter. If you have replaced the things you mentioned, the only things left are the solenoid, ignition switch that is bolted to the lower column or the starter relay.
