Default tensioner pully

I have a 2007 ford taurus and i realized that the tensioner pully was locked up or not moving. I heard a high pitched squeeling noise which im asuming is the belt running over the pully. At first I thought it was just a wet belt because it happend right after i went through a puddle in the road. If anyone could help or give any advice i would appricate it thanks.

Remove the belt and spin each pulley by hand. You can pinpoint the bad one that way and replace it. Replacement is fairly straight forward. If it is the idler, remove bolt and replace the pulley. If it is tensioner, you need to remove the tensionerto replace the pulley
