1997 thunderbird 4.6 won,t start

Default 1997 thunderbird 4.6 won,t start

Hello all I need some help..I have a 1997 Thunderbird with a 4.6 V8 that won't start. The car sat for about a month. I connected the battery and tried to start it, the engine just rotated when i turn the key to the on position, I can't hear the fuel pump come on. So I dropped the gas tank and put a new fuel pump in and it does the same thing. I noticed when the key is in the on position the engine cooling fan comes on. I've also replaced the intergrated relay control module(IRCM). This module works the cooling fan and the fuel pump. It's the same thing the fuel pump will not come on. I also checked the inertia fuel shut off switch. There is also power to it and the switch is in good working order. Tell me would a bad ECM cause this problem? Maybe when I hooked the battery up I could of arced and burned up the ECM? Thanks for any help you can give me.

ps. I have spark
I have pulse to the injectors.

I don't know if you have solved your problem yet or not, but I will reply in the event you have not, and maybe because others out there may have the same issue. Your post is almost 6 years old now...
You indicate that the fuel pump does not power up. I do not know exactly if the CCRM (Constant Control Relay Module) you call it the IRCM, which I believe is the same thing... I am not sure if this powers the fuel pump or not. You need to check to see if you have fuel pressure on the fuel rail supplying the fuel injectors. There is a Schrader valve on the rail that you can connect a fuel pressure gauge to and check for pressure. Consult your shop manual for the correct pressure, but I believe it should be about 42 pounds or so. The fuel pressure regulator you will hear people talk about affects that fuel rail pressure, compensating for the intake manifold vacuum level - the higher the vacuum, the lower the rail pressure. But, with the engine not running, and the key in the "run" position, the pressure should jump up to roughly 42 PSI - again, consult the shop manual. Note that the fuel pump will only run for a couple of seconds when the key is turned to the "run" position. This is a safety feature in the event you are in a crash. The engine will stop running, and if a fuel line is broken you don't want to pump a bunch of gasoline all over a hot engine. Yes, I know that there is an inertia switch in the trunk, that will activate in the event of a crash. But, they want to be sure that you don't burn up in a fire. So, yes, check to be sure the inertia switch in the trunk has not tripped out and is working properly. Yes I see that you state that the switch is in good working order. What have you done to test it? I would chase down whether or not there is voltage being applied to the fuel pump, whether or not you have any failed fuses - especially ones for the PCM and also for the fuel pump. But, I suspect that the PCM is receiving power - read on.
You state that you have spark and pulses being applied to the fuel injectors. How did you test for these? If you have both present, the PCM (ECM) may be fine. Note I said may be fine. The ignition pulses and injector pulses come from the PCM, and if it can to that, that is a good sign. For the PCM to deliver injector pulses and ignition pulses, it has to know that the engine is turning, so it is reading the crank position sensor and the cam position sensor. Yes, you could have a failure in the fuel pump signal going to the relay that controls the fuel pump.
