2012 Escape instrument cluster change

I recently bought an instrument cluster for my 2012 escape. The part numbers are identical but the car will not turn over when installed? Does it need to be flashed to my car or is there a process I’m missing?

The (IC) Instrument Cluster is one of the modules in your vehicle's network and should be programmed to your vehicle.
