390 big block question

Default 390 big block question

I pulled a 390 out of a Galaxie and had it bored and rebuilt with a stroke kit, with forged pistons and crank. Had aluminum cobra heads put on and dropped it in a different vehicle (after a lot of modifications). While attempting to break in the cam the oil pressure only built up to about 45, and began to drop. We switched to a different oil pressure guage, fired it up, and it only built about 25 lbs. at about 2000 rpm. We shut it down, took the sending unit off of the oil filter and the oil was kind of foamy. Doesnt appear to be low on oil, not does there appear to be water in the oil. I'm taking it back to the people who built it, but am very concerned what the problem is, or having them do anything to it. I have a lot of money invested, and can't afford to put anymore into it, but am wondering if anyone has any theory on what the problem is?
