Automatic hubs won't engage

The protrusion is part of the whole black piece do you think the part that is suppose to turn is under the black plastic cover?
I appreciate all your help I will try to take the cover thing off in the morning the worse I can do is break it then I will one step closer to buying manual hubs. Wish I could find a repair manual that covered four wheel drive

Default center part

the piece I am talking about protrudes from the center of the hubcap it wont turn at all there is a retaing ring that I think mjght hold it on but I removed the retainer and can't budge the black plastic part
