Default Electrical problems

Hello everyone, I'm new to forums, but I was told that this is the way to get the answers I need. So here's the problem. I have a 2003 Ford Explorer. The vehicle start okay however, the dash, power windows, and radio does not work. It looks like a fuse problem but the user manual doesn't point to any one fuse. I checked most of the fuses with no luck. Could anyone point me in the right direction.

Check fuse positions F1.15/15amp, F1.23/30amp in the BJB (battery junction box) under the hood/drives side.. Also, F2.21/5amp, F2.15/5amp in the CJB (central junction box) interior panel.. The instrument cluster module controls the Accessory Delay Relay that when closed, supplies power distribution to the P/W, radio ect... Could be a cluster problem, but check the circuit protection for open first..
