running lights work and parking lights but when turn headlights on everything turns off

 

Would be nice to know what you are working on.
If it is not a fairly new vehicle there could possibly be some corrosion at the fuse or connection that supplies the lighting systems.
Many times a poor ground connection from the battery to the sheet metal will give the problem your vehicle is showing.
