What is the difference between a "Number1 cut letter A" and a "Number 2 cut letter B" ignition? They both supposed fit the car, what is the difference between the two?

I have a 1992 Thunderbird LX 5.0., the key isn't springing back all the way after starting the car. If the key doesn't come all the way back, the turn signals and interior fan doesn't work..
