Default Power Steering issues, 1998 Ranger

Hi,
I have a 98 Ford Ranger 2wd. 2.5 4cyl. We have replaced the Pump, Rack, Hoses, Belt, Tensoner, flushed the system, filter, outer tierods, shocks. We still have the ford PS wine, plus at low RPM the wheel is hard to move. Rev the engine up and the steering works. Please help with any suggestions. Is the pump defective? Is the idle too low? The pulley too large?
Open for all suggestions. Is there any TSB's or material addressing these issues.

Sounds like a bad pump, it may take a few pumps to find one that is not noisey thou.

Hi,
What is the sensor that is in the pressure hose for? Does that controll idle when pressure needed?
