Default taurus power steering

98 Taurus so far has had 2 power steering pumps, rack and pinion replaced, pressure line removed and cleared. The car still whines real loud. I can turn it to it's stops shut the car off to bleed the air out both ways several times and it gets quiet. But as soon as you go down the road a couple of blocks it's back to square one. Any help would be a blood pressure saver.

It is common for those p/s pumps to be noisey. It is really important to make sure the p/s fluid level doesn't drop to low or you will get air in the system. If your car has the muffler in the pressure line then the fluid level will be very different if the engine is running or off. It needs to be as high as you can set it without overflowing with the engine off. With the engine running it will most likely be near the bottom of the p/s neck. Bottom line is you are getting air in the system or the p/s pump is bad(noisey). It's not uncommon to have to get 2 or 3 pumps before finding one that's not noisey. Also the tie rod ends can be noisey too and some people confuse the screech they make when turning the wheel with a p/s problem.
