1951 ford custom new owner

i just got this car that was my grandfathers car. im trying to figure out what the little round pedal is on the floor board that sits above the dimmer switch. help please

If I recall correctly it was to change radio stations without taking your eyes off the road or it was a manual pump for the windshield washers.
