Default 1978 Ford 460 RV wont start

Been looking all over the internet to no avail on such an old model. Cant get to start. just rebuilt the car 4350 motocraft because it was previously difficult to start. replace both batteries as they were shot and the teeth on the starter are a little ate up but has still started like this and still cranks. first time ive worked on such an old vehicle and first carb. ive made adjustments on the 2 screws in front for air regulation and i think my hot air thermostatic choke is set right but one thing seemed odd is the plate it controls doesnt really move when i turn it like ive seen on other ppls. mine seems almost stuck but it does move but not to smoothly....so thoughts on that? Anyhow, I hope its not my fuel pump i will probably check to see if i hear it prime when i turn key and test connections with multimeter sometime this week. I just dont know why i could get it to start before rebuilt carb by putting some gas in the carb and now its even worse am i missing something?
also i dont know who has ever worked on this before but there are hoses not connected in places i dont see what they could connect to and some are plugged with bolts in em. Really wish i knew more or had someone with more exp. to help but im young and all by myself on this.
Lastly i did pull 3 of the spark plugs and they look blackened but decent imo. i will try to figure a way to test those if i can. let me know if anyone can point in the right direction of steps or help me out thanks guys.

If you remove the wires from the pump and provide a fused power and ground jumper wires to the pump , it might just begin to operate. If jammed all it will do is blow the fuse. Not knowing any specifics of the pump , I would start with a 20 amp fuse. Interesting challenge to get it working.

Seems to me, being a 1978 and also a carbureted engine, I would suspect that you have a mechanical fuel pump (follow the fuel line from the carb down to the side of the block where the mechanical pump is located).

Where are you seeing the "2 power terminals" at?

If on the fuel tank, I would suspect that they are your sending unit leads.

Does the RV have singe or dual fuel tanks?

Before you try anything with jumping wires is it possible to put up a picture of what you have there?
