Default 2013 Ford Explorer Headlights

Help Please, My 2013 Ford Explorer both headlights & High beams stop working. Only my fog lights work. If my understanding is correct out the wiring diagram the power source leading to the headlights do not connect to a relay they go straight to a 20a fuse one for the left and one for the right which I have yet to properly identify. ( F78 & F57 are lable as Fuse 38 & 57. When I go to the fuse box 57 does not exist and 38 is a relay which is is working fine.) I did check all the fuse from both J Boxes& there all fine.

Do the running/marker lights work?
Does the dash indicator that the low beams come on?
Does the dash indicator that the high beams come on?
Do you have halogen or HID lights?
Are any other lights not working?
Do you have a voltmeter?
