Default 97 f150 4.2L Fuel problem

Hi everyone, I need help bad with this one. I recently had to replace a bad rod and pulled the engine and when I put it back it won't start. The gas gets all the way to the pressure regulator and stops, I thought maybe the regulator was bad so I replaced it. No Luck. So I tried hooking up a vaccum line from a running car to the regulator still No Luck. The fuel rails are dry the gas will not go past the regulator Why? I have asked around but nobody knows! Also when I spray a little starting fluid in the throttle body it starts up for 10 or 15 seconds. So it seems to be just the problem of getting the fuel in the rails. It ran fine before it just had a rod knock. PLEASE HELP ME!! Thanks Brad
