99 crown victoria cluster & other questions!?

Hey Ford fans new but need real help, i'll just name 2 for now. got a 99 vic was a friends so i thought but paid $600 (want to make it a slight sleeper, but an a to b car) my problem is the cluster 1st the gauges are reading wrong, the needle on the speedo & oil is fine but the gas & heat are all wrong they even stay up after you take the key out. 2nd i took the cluster completely out & the back of it is wired dumb as fk the abs light is connected to the check engine light so now the abs light stays on all day now. i wanted to know rather than buying a new or used cluster if there was anything i can do that'll work b4 i do so? my second question is as far as parts go,what years can i get direct fits for the car (interior, cluster, dash....) if u can help thanks bud..
