Default hydrogen conversion for 2.0 liter

Hi, to whom it may concern. We are in the middle of developing a hydrogen fuel system for a 2000 Ford escort 2.0 liter. As far as I know this car uses a PCM to control timing. I need to back off the timing to top dead center at idle and also change the timing at high speeds to close to zero as possible. How would I do that? What are the legal issues with smog equipment tampering to do this?
Hydrogen burns so much faster than gas I am told that it will harm your engine unless the ignition is at TDC or retarded.
Thanks for your help.

I believe you would have to get a programmer to do this with the timing.
