Smile 74 Ford F100 steering column wiring

Broken turn signal switch. Ordered new one, had it replaced for $80 labor. Horn honks all the time.Returned to mechanic. He advised the wiring harness was faulty. Disconnected horn relay. Does horn on steering wheel work by grounding? Is there a hot wire (blue/white) that completes the circuit? Could the mechanic have mis-wired when he did the work? Don't really want to go back to him again.
