usually on cars that I've seen with those lights they're on when the low beams are on only. Those driving lights could be controlled by the headlight switch either push pull or rotor type I had a caravan sport with those fog lights and played hell on trying to figure out how to turn them on or off. it turned out that you could turn them on by pulling the headlight switch after the headlights were turned on because the headlights were switched on by turning the switch.
