I have a 1999 winsar, when I start it will not idle, once it warms up it idels better, but almost stalls. any help would be helpful

Sounds like you may have a bad IAC valve(idle air control). It meters a certain amount of air around the throttle plate to adjust idle speed and adjusts for various loads on the engine. When they go bad, they'll usually be stuck in the closed position starving the engine of air.
