Unhappy E250, 1988 5.8l MPI

BilldarrAZ, here... I'm still one the random fast idle issue. My question is: If the signal wire from the TPS (It tests good) is open between the connector to the ECM/ECU could that situation cause my issue?
I found a repaired several vacuum leaks. I do get a code: 63 and I'm OBD-1
Thanks for your thoughts!

Here is some info you might use to check.
The TPS is fed vehicle reference voltage of 5.0 volts with key on engine off (KOEO).
That voltage comes in through an orange wire.
The signal wire to the ECA should be DG/LG (dark green/light green) and should read with throttle closed 0.8 to 1.2 volts (KOEO) engine cold.
At WOT (Wide open throttle ) cold coolant (KOEO) should read 3.0 to 4.8 volts.
Any other signal readings could indicate a defective sensor .
