Do the fleet ECM's have no pats and can I swap one in from a Police Interceptor and do away with this meddlesome system?

 

The PATS module is seperate from the PCM. There could be problems with your vehicle due to a difference in the programming for the injector width and the air fuel ratios. It could work, but you might not get the performance you are used to.
