Default Bought 06’ p71 crown Vic / Rad fan will not kick on ?

I bought a 2006 p71 Crown Vic within the last week and have driven it very little to the naked eye everything seemed kosher , it had No driving issues or engine issues. It runs well,shifts real well and I never noticed anything until I washed it let it warm up too dry up the engine bay and realize a little bit of smoldering right after gets up to operating temperature coming from the condenser area and then Reallt realized the radiator fan does not kick on what so ever . I’ve read a lot about what to do what to look for. I’ve tried everything I’ve jumped the fan direct with jumper wire that kicks it on only done that for about 3 to 4 seconds, didn’t want to run it too long.
I checked the fan control module for 12 V on the input harness and at the output of the module I have 12 V and ground on my tester.According to online findings the P71 only has “1” fan control relay nothing else and it is number 102 in the engine compartment fuse box and it seems to be good.
I’ve swapped that 50 amp relay with another 50 amp relay. I still cannot get the fan to kick on .

Today I went and got a cylinder head temperature sensor because I read about those being faulty or the wiring being wonky , causing the fans to not come on. I put that in engine temp gauge goes to center on the dial never any further. It don’t over heat (Yet) , but yet it still will not come on ?
As soon as it gets to operating temperature for some reason, I see smoldering steam coming off the condenser or radiator but it seems like it’s in front of the rad. It is not a leak not anny tread or Chemicals burning off it’s literal steam and it only is on the driver side . The engine compartment is stellar clean. Nothing leaks nothing drips.
The only other thing that I Notice oddly is the upper rad hose stays very cool to the touch and squishy / when both the heat core hoses at the firewall are scolding hot ! It only feels warm at the top of the thermostat housing but once you move forward to the upper rad hose it’s cool. It should def have warmth

I really need help on this one ! I can’t even get to work I was banking on this being a daily driver from the get go . Instead of being had by some a*ho** seller . I know it’s not detrimental but it’s hard as hell to figure this one out .

I almost bought a tyc replacement fan and shroud for 140$ but I don’t wanna throw money way if this fan turns on with a jumper .
I don’t know the fan module has powe but I don’t know it has under 12v ? I read that it should not be more then 10v when testing the output side of the module

Since it's maintenance history is unknown, I would suggest you consider replacing the both radiator hoses and thermostat..

While at it and cooling system is open replace the water pump.

This sounds like a lot of work and expense, but you at least know where you stand .
Would need to look at a diagram to determine if there is a fan control relay which could be controlled by the PCM.

There were some water pumps that corroded to the point that the impeller either went away or spun on the shaft.
Squishy hoses are on their way out and it is no fun having it overheat out on the road someplace.

If we know all the components are good and functioning , we can proceed from there, if necessary.
What do you think?

A little concerned regarding that steam coming from the condenser area. One way to verify there is not a problem with the radiator is to pressure test the cooling system to ensure thee is no leak at the top of that radiator.
