I'm looking to buy a CB Antenna/Whip Antenna that is 6ft-8ft and comes with the mount, that can mount on the rear quarter panel of a 2010 Crown Vic P71. I'm having a hard time trying to find antennas that can mount on the quarter panels and I was wondering if there were any brands or places to look to find some.

We used to install the tall whips that had a bolt through flat flange that carried a ball mount swivel on its face so that they could adjust/twist and handle most any angle. Is that the type your looking for?
You might try radio communications installer/suppliers. The tall whips are kinda outdated, but Id guess you could still source one.
