other than the lb/wht wire not having continuity to the drive door module wire
Look at circuit 70 I posted previously or just the zoom-in section shown below:

All 4 modules are on the same ISO bus (K-Line circuit), when one of the 4 (driver door module) is faulty because it's not connected or wires are cut previously, then it can bring down the entire K-Line circuit.
I do have an ABS light on and the airbag light flashes slowly
Perhaps because your driver door module is currently down and they are on the same ISO bus.

Driver door module has 3 connectors (C501a, b, c), ISO bus is at C501a shown below:

C501b above, C501c below.

Should I be checking continuity on circuits with key on or off?
When checking continuity or resistance disconnect both ends of the connector as some wires have switched power (ignition power) or always hot, your goal is to check the wire and see if there is a break. So yes, key off, as if you are bench testing the resistance of the wires. PCM connectors can be sensitive so it's also wise to disconnect battery ground terminal.

Back to the driver door module,
C213 and G204 and 14A005 below:

C145 above.
S241 below:

S271 above.
C241 and 14401 below:

Ok so the doors are gone/harness cut exiting body/frame of vehicle. If that is the cause of the issue, how would that be corrected? I'm swapping a different vehicle cab onto the frame and wouldn't be using the door modules anyways, and many others have done this, so I figure there's a work around some how.

Pk/LG from cluster to PCM shows good continuity. Bulb was burned out, replaced with another bulb. Doesn't illuminate still.

To bypass or disable driver door module (DDM) you can use Forscan, but that has to be done before you cut the door harness. And unfortunately the closed loop bypass adapters on the market they are for most European cars using fiber optic bus so I guess the only solution is to repair the entire driver door harness, or remove your pcm and find the same car and plug yours in, then use forscan to bypass it and plug it back into yours.

Not sure if this wiring diagram is the same for my CV, but was said that I need to tie in the 3 powers and 2 grounds to 12v/ground on vehicle, and loop back the can bus wires to the "appropriate" can bus wires in the harness...not sure what the appropriate wires would be to loop them too...

EDIT

After some searching I've read that the older police interceptor crown vics did not have a DDM or driver's door module. Thoughts on this?

Probably not. And I've been using alldata with the following:

My C501b doesn't have terminal 22, only up to 18.

to tie in the 3 powers and 2 grounds to 12v/ground on vehicle
Every time you merge 2 ground circuits into one that's fine worse case higher resistance, but 2 or more different power circuits together (per your diagram circuit 1213 and 1524) that's called cross circuit and you can blow the fuse(s) instantly or catch a fire, one of the reasons is both circuits have different return path.
