Default Egr ?

Recently I changed my intake manifold ( Dorman ) Once done, the car started right up but idled rough especially in gear when warm. When I plug the the EGR vacuum port, and line the car runs great.
My question is: Is this condition indicative of a bad, or stuck valve, and should the vacuum line be pulling vacuum when the engine is cold. I cleaned the EGR the best I could without change. Thanks for any help you can offer! 1998 lx hpp

Some have a solenoid that is activated by the computer and then allows measured vacuum to pass to the EGR valve assy.

Thanks hanky! So if the solenoid is bad, the egr would remain closed, or opened?
