Pull vacuum hose off fuel pressure regulator which is located on the line feeding fuel injectors. If fuel leaks out of vacuum line , replace fuel press regulator internal diaphram is ruptured..

If it clears up and runs better with higher RPM, look for vacuum leak(s).

Can you remove a spark plug from each side of the engine and see if both banks are running rich or just one bank. If one bank , you could have a defective o2 sensor stuck lean and the computer is trying to compensate by adding addl fuel.
If both sides are showing rich , I would look at the MAP sensor.

Just wondering, are you sure you don't have an O2 sensor? Being a 1989, you should have a single sensor mounted in the exhaust just in front of the catalytic converter.
