With a fleet that had many of these vehicles, one thing I found was the roll pin on the bottom of the distributor assy would shear and the vehicle either would not start or if it ran , terribly. The trouble is you need to pull the dist again and see if you can run a piece of wire through the roll pin that holds the dist drive gear to the dist shaft. If you cannot the pin has to be pushed out and a new roll pin installed and the dist reinstalled.

BEFORE you remove the dist, mark where the rotor is pointing , and where the dist position is so when you reinstall it everything goes back to the correct /same location if the pin has not been sheared.

There is a special procedure to follow when reinstalling the dist and if not followed EXACTLY , the engine will not run right. one tooth off WILL affect performance.

Easier to pull the insert from the spout connector and connect a timing light. If there's an issue with the distributor, timing will be off or very erratic.

Does he own a timing light and does he know how to use it?

Pretty sure you need to loosen the 10 mm bolt that holds the plug on to the ECM under the battery box, not the easiest to get to, then the interior screws need to be removed to pull the ECM.
Did you actually do all this?
