Default 2009 E-250 coolant question

What is this thing in the circle? I heard a pop while driving my 2009 Ford E250 van. Then smelled coolant and then the engine got hot. I pulled over, noticed coolant on the underside of the van, and no coolant in the reservoir. So I pulled the doghouse and saw this connector tube? When I refilled the reservoir with water and ran the engine, I saw water pouring out of that tube. I can't find any disconnected hoses. Is this supposed to be capped? I'm having a difficult time finding a diagram with this part online. Thanks, David

It's a 4.6. I'll see if I can get a better picture.
