A PCM was ordered from autopartswarehouse.com for $134, which is not too bad considering the Ford supplied replacement is in the $400 range. At this point and with all things considered and especially since the actual Ford technician diagnosis with the Ford IDS aligns with our best "guess" we could come up with on our own, I think replacing the PCM is worth trying at this point. Once we get the PCM replaced, I'll report the results here.

It turns out that autopartswarehouse.com does NOT have the correct PCM for this vehicle. We will investigate if a rebuild of the PCM is possible if sent in. The replacement from FORD is $350+ with about a week delivery time. If anyone has a suggestion for a PCM supplier, please post.

....... UPDATE...... autopartswarehouse.com does have the correct PCM after all for $134. It is on its way.

The new PCM arrived and was installed and fixed the problem. Thanks for all the information in this forum that helped in troubleshooting.
