Question '99 E-150 Brakes very soft

Hey everyone, I have a 1999 ford econoline 150 and the brakes have felt really soft for quite some time now

I changed the master cylinder, brake booster and everything has been properly bled from air.
It has gotten a bit better but its still really soft and its only soft when I turn the van on

What could still possible cause the brakes to be so soft? I was thinking potentially the ABS pump but not really sure so it would be fantastic to get a response from someone who knows more about this van than I do. Anyway I can test to see what could be the issue?

Did you bench bleed the master cyl before installing it ?

Of not, you sent air into the hydraulic system and may require a scan tool to operate the valves in the ABS to get the air out..

Hey thanks for the reply. I did bench bleed the master cylinder, if the only culprit is the ABS what tool can I use to get the air out or to test if thats even the problem
