Default ABS or rotor?

All,
I have 95 e150, 5.8L, chateau.

When coming to a hard/moderate stop, there's pulsating but steering wheel doesn't grab L/R.

Ford seems to have a big problem with ABS sensor light, mine comes on for no reason, driving down the road brakes haven't been applied for hours. Dealer said not to worry. WTF?

It is possible you may have two separate problems.
If what I think you are describing is attributed to rotors needing to be resurfaced that is one thing. The ABS lite may be a completely different problem.
If you have a definite strong chatter at the brake pedal with brake application that would most likely be from the ABS system. If you just feel the pedal rising up and down somewhat, have the rotors resurfaced.
