Default Mysterious light problem E-150

I have a 1998 e-150 4.2l . When I turn on the headlights all i get is headlight (high&low), the cluster wont light and the taillights wont. But brake light will when brakes are applied. I first thought fuse? checked all and were fine. Then I thought switch, bought a new one and same problem. But if I i pull the switch all the way out and slowly push it back in I get all the lights (on both old and new switch). I am stumped.... Any suggestions?

Thanks,
Nate

There is generally something like a 5 amp fuse to protect the instrument panel lights. You might try removing and reinstalling that fuse , it could just have a poor connection.
