Default 2003 Ford escape 3.0L

So my mom recently got herself a car and upon inspection I find a very strange and possibly disturbing sight..... on the front passenger side (picture one)

If someone could reply with a identification as to what this part is so i can get a new one

I haven't seen manufacturers do this with their shocks so I'm turning to the Ford forum

could someone who works on theese commonly tell me what this part is [RED CIRCLE]

It is unfortunate your mom didn't have a mechanic look over the vehicle before purchase.

Most of the badly rusted parts can be replaced, but a thorough examination of the underside is in order.

Even if you didn't have someone to look over the vehicle , we could have suggested some things to check before purchase.

In some states , a vehicle with severe rust of suspension and steering components will not allow the vehicle to obtain an inspection sticker until repairs are made .
Sometimes it is not always possible to effect good repairs if the vehicle is too far gone.
Suggest you have a good shop check the underside of the vehicle for any safety related items.
