Now I feel silly
No heater control valve - at least after an extensive search - I even asked a mechanic to try to find it.
It ended up being the water pump was very weak and wasn't pushing water throughout the system.......WATER PUMP (should have been the second thing I checked for) when the vehicle wouldnt heat up.
