Default 1996 Explorer Steering Issues

Hello,
when I make a minor steering correction, there is pressure on the wheel and then it lets loose and i end up with a jerk on the wheel. If I am making a turn I do not seem to notice a delay in the steering. I have talked to a few people and the favorites are the rack and pinion and the ball joints. Any thoughts on the matter?

Could the belt tensioner be frozen and allowing the belt to slip when the steering pump increases resistance?
Best to check everything you mentioned.
