Default '95 Explorer temp fluctuations

I have a '95 Explorer 4x4 with 167000 milesthat shows a temperature fluctation on the gauge. This occurs while the vehicle is running and in motion. Needle on the gauge often fluctuates up and down. Does this indicate a bad thermostat, bad fan clutch, or bad water pump?

I'd look at the water pump first, then maybe the fan clutch (if you have a clutch fan).
